[0.14.10][posila] Personal roboport deploys robots when no electric

When you have a personal roboport in your armor grid, and you have nothing to supply power to it, the roboport still deploys the robots. The robots are deployed with full charge of energy, and thus 10 robots are easy able to clear a full 30x30 forest section without returning to recharge, or build quite a big blueprint.

When trying to recharge they keep hanging close to you forever and you can pick them up. Which has been reported as a bug, and regarded as not a problem. But that's not my point here.

I think that, when a robot is deployed from a personal roboport it would make sense to check if there is any charge in the roboport before deploying them. And when it is drained to 0% charge do not deploy them. I think this should be an easy addition...

(Discovered this while working on my mod where I don't have a constant source of energy for armors. Which can generate the "out of power" scenario quite easy)

It might be changed in 0.15, or a way for mod to disable sending bots might be added, but for now kovarex said it is not a bug.

Roboport have logic that they deactivate themselves and disconnect from network when they run out of energy.
Personal roboport doesn't have this logic, because deactivating it would make robots that are currently in the air to be transferred to different network. So players would lose all their bots over time.
Robots taking long time to recharge is good penalty for not having enough of energy.

Except you instantly recharge them by picking them up :)
