[0.14.9] [kovarex] Desync - Vanilla

I'm not sure if this is useful, but I've been getting desync errors sometimes when joining my dedicated server. I also see other players getting them (in the console it's clear).
Reproducing:
I don't know how to reproduce it on demand. Sorry
Workaround:
Either a new map, or restarting the server (sometimes).
How often:
Seems to be pretty rare. Might happen more with more players which stresses my internet connection, but that's just a guess.
Effects:
Causing my server to lag a ton as people keep downloading the map. (I have other issues that make it seem like the max upload limit isn't working as well)
My setup:
Win 10 64bit
Steam - Using beta 0.14.9
My server:
Same as previous setup, just a different PC, diff internals (ram/graphics/mobo/etc..)
