the slow down capsule, isn't it supposed to have a cloud just like the poison capsule??? whenever i throw one it just disappears.

No cloud. Its more like a grenade. Whatever is in it's range when it goes off is effected by green slime, which cuts speed in half.

only effects enemy mobile units.

Try it when being chased by zergs.

I am attempting to use it in pvp against the other team and it has no effect.

Ah,well, I suspect it doesn't work on players. Try it on zergs instead.
