On the Crowdin group for Factorio, the game's source language is listed as English, so there's no English translation section, but there are some mistakes and questionable choices in the English in the game, partly because it isn't the developers' first language. Where should suggestions for changes to the English text in the game be posted?

I've read the sticky thread and don't know where else this information would be if it already exists, so I apologize if this has been answered a hundred times.

You can report mistakes in the initial language and/or suggest a better option by raising an issue in the comment section of the string. You just have to tag it as "Mistake in the source string".
The developers will get notified and they will decide whether or not your suggestion should make it to the game.
