Add fast_replace to surface can_place_entity

It would be awesome sauce if can_place_entity would return true if the entity passed was fast_replaceable with whatever was at the position.

surface.can_place_entity{name="transport-belt", position={0,0}, direction=2, force="player", fast_replace=true}
