Mod Request: Stash Chest & Inserter

Hi,
I always put a box and inserter off to the side of my main bus for each item on the bus. I cap it at one stack with the box limit.
I use this before logistics robots to provide me with a quick way to get intermediate materials (e.g. iron plate, steel, etc.).
Later, I add wires so that I can limit the quantity pulled in by the inserter without limiting the box.
When I have extra in my inventory, I dump it in this box. But that messes up my "Ctrl-Click to grab 100 plate" that I love so much.
I have experimented with a more complex setup that uses wires, an additional inserter, belt and splitter. The goal is to reserve a certain amount into the box by having it pulled from the line, but if it is over that amount, put the extra back onto the bus line.
The mod I would like to see happen is all of that reduced to just one box and one inserter. The inserter would have to be special in that it could go in either direction. It would pull from the belt if the amount in the box is below the specified amount and it would put back on the belt if the amount is over the specified amount.
I don't know if such an inserter is possible. Worst case is that I could use a long and normal inserter to grab and put from the box.
