I'm curious, is this on Factorio One USA? We had 25-30 people last night for a long time, was great. Eventually people started desyncing more and more. (Reported them, appears it might be personal logisitcs and is fixed for 0.14.2.). I saw server was at 0 this morning and it's doing what you show. When you connect, the server saves a map, you get an error message, redownload, desync, server saves again, etc in some sort of loop. Apparently noone at all can connect any more.
It's a vanilla 0.14.1 server.

A lot of server have exactly those symptoms by now, I call it the the action-is-not-transferred-into-save-file type of desync, they usually are relatively easy to fix because they are instant. You should be able to "fix" it temporarily by reloading the save on the server.

There is big probability these desyncs will be solved by the bugfix we prepared for 0.14.2 Let us know if it still happens in 0.14.2
