Dedicated server not processing server-setting.json

Hello everyone,
I've started a dedicated server yesterday and everything seems to be running fine. Later however, we noticed no one needed a password to connect. And it seems that server-settings.json isn't processed.
Now I've been reading an array of conflicting information on where to place the file and or the use of the --server-settings command switch in the BAT file.
Can someone please clear this up? I have simply added the correct information to server-settings.example.json and renamed it to server-settings.json in the same folder.
