a upward facing belt doesn't get deconstructed if the incoming belt carries items.

only apply to upward going belt.

in this setup:

the bot pick up the two topmost metal, but those are actually on the belt below, not the one to be removed.

so two more metal plate are pushed up, and the belt never gets a chance to be empty and removed.

I knew about this, but when I see that someone else is bothered by this as well, I had to solved it
