Inserters aren't taking stuff out of train cars

So I have a train system in a sandbox world for moving around coal and other stuff, and the coal train's cars are full of coal. The problem is, the inserters aren't removing coal from the cars onto the conveyor belts, and are just standing there even when supplied with power.

Is the train stopped or is it still trying to drive somewhere?

Train is stopped. Sorry it took me so long to get around to this, I had to look up how to link a save file, and I wasn't at my computer much during the week.

What version of the game is this?
With what version of the game was the map created originally?

I'm pretty sure it's 0.13.10 for both, but maybe i did it in 0.13.11 later

The train is in automatic mode and not stopped at the station but at the signal, since the signal is red the train can not reach the station.
