I tried setting the condition size of placable tile to one, but it's still four, not one. Any idea?

Use the plus and minus hotkeys to alter the placement size.

I want the placement size to be one for certain tiles, not force the players to adjust the placement size.

So, something like concrete, except you can only place one tile at a time?

I have no idea how to do that, sorry.

Hey kiba, have you found a solution to this? I'm also looking for a way to restrict tile placement to only one at a time.
