What is it used for?

Requester chest and provider chest seems to be enough.
I do not understand the idea of passive chest..

hmm...they are used...for storage?
for example when need deconstructing thing.

I want to mine all the resources I see, I want to transport them using train and store them to my huge storage chest deposit.

Passive Provider:
- you have produced iron plates in furnace with belts and want to store them now on a central place near your assemblies, that logistic bots can bring that to the requesters.
- you produce circuits and other low tech at several central places to shorten the distances.

Active provider:
- create assemblies, modules, locomotives, other high tech and store them at one central place.
- use in a train station or big storage
