[0.13.6] Filter inserter blank filter != any item type

I have a filter inserter configured with a logistic network condition of "red belts < x" and a blank filter. Some time in the past with 0.12.x when it was still a smart inserter this worked to insert any items as long as the logistic network condition was true. Now with 0.13.6 it doesn't do anything when the filter is blank, I have to configure the filter with the specific items to move.

An example inserter in question is to the right of the player. To repro: Adjust the logistic network condition to "red belts < 1000". The inserter doesn't activate. Now adjust the filter to move yellow belts and gears. The inserter activates.

Welcome on the forum, and thank you for the report.
Unfortunately (or fortunately for us) this is not a bug - in 0.13 you can connect any inserter to circuit network, which means any inserter can behave as old smart inserter without set filters. Filter inserter doesn't take items when it has blank filter by design.

Just replace filter inserter in your save by fast inserter (or stack inserter), set logistic condition on it and it will work as you expect. :)

I see, thanks for the fast reply.

It would be nice if importing a 0.12.x save into 0.13.x would automatically convert a smart inserter without a filter but with a logistic network condition to a fast inserter with a logistic network condition. This would preserve its functionality, allow the factory to just work and save a fair bit of toil and debugging for players.
