[0.13.5+]Factorio is stuck loading

For a few times already after the Hotfix 0.3.15, my Factorio gets stuck on the Loading Mods phase (5%) and after that essentially freezes. I gave it time, but it didn't help. And I don't use any mods. Verifying game cache doesn't seem to solve the problem. Help?
OS: Win10 x64
Platform: Steam
EDIT: Killing the Factorio task for some reason leaves a "ghost" in the task manager under "background processes", even after killing both the game and Steam (if only the game was killed, Steam will still consider me playing it).
Tried /taskkill /f /im factorio.exe through Command Prompt. it says there's no process with such name running. This is really weird, so I guess I'll have to reboot at my earliest convenience.
