[13.4] Achievement unlocking ingame but not on steam

Smoke me a kipper, I'll be back for breakfast unlocked for me ingame when I launched the rocket, but not on steam. I did not use solar panel, and the achievement for that one did pop both in game and on steam.
Edit: looking at the global achievement stats on steam seems to confirm this issue. 0% has Smoke me a kipper, I'll be back for breakfast yet 0,1% have Steam all the way and Logistic network embargo.
