[0.13.4] [UX issue] [Hanziq] Unnecessary restarts

From a User Experience perspective I believe Factorio should not auto-restart until you leave the mods screen. If I, as a user, wish to install new mods and update existing ones these have to be done as two stages. I don't see a reason this can't be done as a single stage.
Take this scenario for example:
Installed mods are EvoGUI and YARM. EvoGUI has an update available.
I do not have Bob's Mods install but I wish to install them.
This is the process I must go through:
Note: Update and install mods order is interchangeable.
Then the mod install/update process would be this:

- Click Mods in main menu
- Click Check for Updates
- Click Update Mods
- Factorio restarts
- Wait for factorio to finish restart
- Click Mods in main menu
- Click Install Mods
- Individually install Bob's Mods multiple mods.
- Click back to leave install mods screen.
- Factorio restarts.
- Wait for factorio to finish restart
- Done
Then the mod install/update process would be this:
- Click Mods in main menu
- Click Check for Updates
- Click Update Mods
- Click Install Mods
- Individually install Bob's Mods multiple mods.
- Click back to leave install mods screen.
- Click back to leave mods screen.
- Factorio restarts.
- Wait for factorio to finish restart
- Done.
