[0.13.x] Use as tool called on item that is not a tool

It looks like the hardcoded error message specifically for this reason, but I got this when placing a damaged Passive Provider Chest and the game returned to main menu:
Steps to reproduce:
1. Have power armor with personal roboport and some (modded?) repair packs
2. Place the provider chest
3. Damage it
4. Pick it up before robots would repair it
5. Place it down again
6. Notice that the construction robot took another provider chest to place on top of the already placed one
7. When it gets to the chest, the message above appears
I have modded repair packs in my inventory only, if that's the problem. They are from my Compact Factory mod.
