It's possible to place a signal at the bottom of this intersection, but not at the top.

Same applies for the two curved parts to the right - can place signals below them but not above.

Forgot to post the actual track:

I'm a bit confused why I can't place signals above the two rails, or above the merging point, but can freely place them above further to the left.
