I go into a looping desync when moving an item from my inventory to my toolbelt.
I must kill factorio and be kicked from the server before i can reconnect successfully.

after further testing i notice that railway lights in my inventory seem to cause the desync.
if i send them to storage everything functions normally.
if i recall them back and try and use them the desync occurs.
the lights were created in the 0.12.35 version of the game.

after more testing it appears that many objects created in previous version are corrupt.. if the object is working on the map, then picked up it causes the desync

created a totally new multiplayer map under 0.13.3, received desync after creating a water pump.
