[0.13.3] Instant multiplayer desync picking up chain signal

Not entirely sure what caused this (I was happily placing signals all day!), but I've got a save into a state where whenever I put a chain signal in my hand it causes a desync.

My client then sits in a loop of downloading the map, loading, and immediately becoming desynced and repeating the loop.

Restarting both the client and the server has no effect.

I loaded the save in singleplayer, got rid of the signal I was holding (pressing 'q'), and uploaded the new save to the server. I could then connect to the server fine, but as soon as I selected the chain signal again it caused another desync loop.
