This one, in graphics settings:

Nothing happens if I toggle it, it only applies it when the game starts. Bug it doesn't say (needs restart) so I'm guessing it's supposed to work while the game is open?

In 0.12.35 it worked as soon as you pressed the Back button. I can confirm it doesn't work in 0.13.2, only works on restart.

Yes I confirm that too. It was nice to switch without restarting.
