[0.13.1] German "umlaute" don't work in names

In 12.35 I could use "umlaute" in names (ä, ö, ü etc.), for example station names.
In 13.1 it doesn't work anymore...
The error shown is "cryptic" and does not help to solve the Problem
(see attached screenshot)

I can confirm that umlauts and ß don't work in train stop names.
The error message is not much better in English, its just the first line in the pic above.
