[0.13.1] The system cannot find the path specified

I downloaded the win64 zipped version of 0.13.1. I didn't copy any old 0.13.0 files into the 0.13.1 directory. I went to download a mod via the in-game portal and got the following error resulting in a crash to desktop: "The system cannot find the path specified"
I reopened the game and attempted to download the same mod again and everything worked this time.
I believe the error occurs because a /mods directory doesn't exist on fresh installs of the game.
