Is there any mods about crossing water bodies?

I feel very dumb when I encounter an island surrounded by a narrow river which is thin enough to connect with underground belts or build something on the other side, but still too wide for a player character to cross it.

Base_mod_0.13 has a cool item called 'landfill' which is green science and uses stone to make and lets you fill in water

Haven't noticed it before, is it a new 0.13 item?

Yes, it is new.
If you are not on 0.13 then you can search for the mod called landfill.
