how to reproduce,
assembling machine > stack inserter onto the floor.

Has nothing to do with landfill, the Stack-inserter can not be used to pick up or drop stuff from/to the ground.

What I meant was it does not matter what item you take, using the stack inserter to put something on the ground is not useful as it can not put more than a standard inserter there.
Landfill can placed on the ground (as item) the same way everything else can.

And no, I don't expect anyone to get that from the sentence I wrote before

The stack inserter can drop items (including landfill) onto the ground, but I have no problems picking them up using the F key or process them further using inserters. Can you post the save game where you are unable to?
(Tested on a new 0.13.0 save with AM1 and AM2)

EDIT: If you are using the Stack filter inserter (the white one) then make sure to actually set the filter for the inserter.
