When building rails with the automatic the only way to disengage the spline editor is to set the tracks down in your inventory (or toolbelt). Shouldnt right click stop the spline editor?

It's rather obnoxious to have to set the tracks down to start the spilne on a different set of tracks

It's both. If you have something active going on (select for blueprint, deconstruction, build wires, builds rails) it cancels that first then drops the stack into your inventory then swaps weapons.
