[v0.13.0] Empty barrels not delivered to request chest

I created request chest for empty barrels, and plenty of empty barrels in a passive chest. Logistic robots just ignore it and won't deliver any empty barrels. over 1200 bots in the system. So far it's the only item I've noticed.
