Hello, how to create a dedicated server with the 0.13? because the command line I used for the 0.12 does not work anymore.

I am having a similar issue. I am unable to create a new map with 0.13

I have even manually created the saves, mods, and script-output directories. No go.

SOLVED - need to specify path for saves now. New command line:
