After Factorio is started I usually load my previous game. If the Factorio window is not maximized (and it's not) it's what I see every time: If the window is bigger (or maximized) everything is Ok: I suppose you should either redesign that window or fix minimal window size for Factorio, or maybe use scrollbar there. Or it could be something else. Not that this is some major issue anyway.

I use Windows 7 Corp, graph.resolution is 2152x1150, Factorio interface language is Ukrainian.

I can confirm that the UI scale is strange when the game is in windowed like this:

So I changed the starting window size to be bigger if the ui scale is specified to be bigger than 100%.
