Neither of the two payment methods would accept my card. Upon further investigation, I discovered I might need Verified by Visa, so I tried to sign up for that but it wouldn't accept my card. I contacted my bank, and they checked my card info and made sure it was eligible for international services, but weren't able to find anything. My bank said the problem must be on the other end. I contacted Visa support and they checked my card and found no issues, and could not explain to me why their system won't let me sign up for Verified by Visa.

I don't know what else to do, I don't even know if I actually need Verified by Visa. Can I get some help from you guys?

Try again with a new account? I would assume your card would work with paypal and paypal works with factorio and steam

I managed to get my old Paypal account back, actually. I guess they have changed their security stuff since last time I tried. Well, I was able to buy the game with Paypal. Thanks!
