I have a world I made on 12.33. My friend uses 12.30 and we want to play multiplayer with that world. The problem is the 12.33 world isn't compatible with 12.30.
I know it should be common sense that it isn't compatible but is there a way to make it compatible to 12.30?

Tell your friend to update to 0.12.33

Don't think that's possible. Why doesn't your friend just update to .33? When you're on different versions you couldn't play together anyway.
