maybe I am jiust doing something very silly, but I have an inserter not working anymore

I moved the assembler for gear to the right of the assembler for the belt, then placed the inserter, butI found myself with 30 iron gears from the dismounted assembly machine.

so I put the gear in the production slot of the gear assembly machine. from there the inserter is not seeing gears being produced, even after I remove the gear themselves from the slot and produce some more. the belt assembly machines as no gear left so that is not the issue

on the immediate top right the gear assembly, machine, and directly north of the space dude the inserter not working

Actually this is not a bug. The inserters will not put stuff into the assembling machine if there is > 1 objects in the output already (in your case there are more than 20 transport belts in the target assembling machine). This is to avoid one "stucked" assembling machine (no one is taking out the products) sucking out the resources for possible other assembling machines in the line.
