Ran into this a few times. Chemical laboratories don't send signals to suppling inserters at times. I noticed this with my Barrel in-barrel out facilities, and also with a chem lab producing sulfuric acid where the inserter stopped supplying materials from chests to the factory. If there was an update from the liquid logistics end, it would operate, but sometimes it will 'jam' after a while.

It happens the most when inserting barrels to be emptied/filled. I've also noticed that a chest-to-factory inserter wasn't keeping another chem lab producing plastics overstocked (2x recipe) with coal until there was enough fluid for 1 process (meaning the factory had to wait for the coal). Perhaps a detection/signal problem?

I had the same issue with sulfur. I'd find that I ran out of sulfuric acid, but the sulfur plant doing nothing because it was had a full stack. Can't tell if it is an input or output problem.
