[Request] Networked splitter & T-junction belt

I have 2 suggestions for additional functionality of the splitters and belts.
(1) For the splitters I would like to suggest that they can be connected to a network, but without them being "smart". Depending on a condition, they can be turned on and off (just like the smart inserters). When they're on, they function as they do right now. When they're turned off, they act as 2 simple parallel belts, allowing al items to pass through, but remain in the same lane and belt.
(2) For the belts I would like it to be possible to have an outgoing T-junction. You can already make in incoming T-junction where 2 belts (4 lanes) are merged into 1 belt (2 lanes). I want the reverse where the 2 lanes from 1 belt are split up into 2 belts (but still 2 lanes I guess). I think this could be done without introducing a new part, but just by altering the way the belts currently work (like automatic creation of curves where a belt touches an orthogonal belt).
