Signal placement inconsistency

Is this a bug, surely if placement works one way its mirror opposite should do to?!
I have made a junction recently and have noticed that one signal remains "flashing" no matter what I do with placement, its opposite partner (a few tiles directly West of the one circled) is just fine - no matter which side of the track it is placed on. The circled one will flash away unless you remove the curved piece of rail that it is touching.
Is this a bug, surely if placement works one way its mirror opposite should do to?!
