[Multi, 0.12.29] Dedicated server issues

Hello all, I'm very glad I bought this time travel machine, my days off work don't even seem to exist anymore! lol.
Down to business, I own a dedicated server box that I use remote desktop to connect to, it was built to host ArmA 3 servers so it's easily capable of handling Factorio, and it has an absolutely smashing internet connection (That's from New York to Dubai!). I live in the UK so it's so much better than what you saw in that pic. But my main gripe is that whenever I go to download the map, which is quite sizeable now, it's only downloading at about 200kb/s ? My download speed is ~1.5MB/s and the server's upload speed is ludicrous, so what's happening here?
Just so you know, I'm using a .BAT file to launch the server in headless client mode, and I am using mods, though the upload/download speed was the same as vanilla. this is the .BAT's script:
Obviously I just googled how to set up a dedi server, any tips on how to make my experience better overall? Thanks in advance.
