Problem: Slow loading and multi lag

Hi guys
i have the following issues when i try to join a friend's server:
The map downloading is so slow (about 3kB/s) and when i's complete, the server, me and the other players lag a lot only when i'm connected (there are about 4 people connected 6 with me).
I also try to ping the server when i'm connecting and the results are about 250-300ms
The server is located in the same town at 15-20km of distance.
I also opened the port 34197 in my router and also the server's owner.
We have already tried to log in the server one at time and the problem occurs only when I log. Another player has my same connection (7MB in dowload) and he has no issues.
