most efficient - having the red and blue one ready and a lot of resources in stock?

Don't think there is a 'most efficient' way as every game will be different.

If resources are no problem and you have a lot of space, you could set up automated production for blue science packs.

Not really sure about the most efficient way, since it can be different for every person and game.
However, you should be able to calculate pretty easily how many of each material you need to make for it be most efficient. So for example, first figure out how many blue packs yu want to go make per second. A good number that most people use is 1 per second, and since blue packs take 12 seconds to make then you would need 12 assemblers making them.

From there you can calculate how much red circuits, Plastics, Steel, and batteries you will need in order to supply those 12 based on how long it takes for each of those 4 ingredients to craft and how many of each the blue packs need.
