No, why would you need to?
Input inserters or output inserters can be positioned in any of the 12 spaces that are immediately adjacent or (for long inserters), the 12 spaces just beyond them.

I want to run pipe between red engine and blue belts. the input is on the north side of the assembly machines and I need one on the south side

You can rotate it after you selected recipe that makes pipe appear. It will relocate the pipe as expected.

Ahh, haven't gotten to using piped inputs yet. Will file this away for the future
