[0.12.26] Furnaces/Inserters Stuck Again

Ran some searches and the only place I can find this happening is in an old bug report from January, which says it was resolved in 0.11.14 viewtopic.php?f=11&t=8275
Well, I'm still encountering the issue. If you have multiple types of ore/stone on a belt, with inserters loading the furnaces, they will get jammed with partial amounts in the furnaces while trying to load another type of input.
Notice that all the inserters are holding copper ore, while the furnaces have stone inside waiting for more.
