That is after loading up a save, note every time i load the same the issue gets a hell of a lot worse

it changes in direction and i beleave its a wind issue because the smoke flows with the movement of the glitch.
Not only that but the player sprite looks like a old tvs static changing channels

after messing around in settings and removing clouds ive fixed the bulk of the issue but now the player and radar sprite look like balls of static

my gpu is an AMD Radeon 7850
