Upon starting up Factorio just now, I was presented with this amazing offer:

Scenario Pack version nine hundred and ninety nine? Wow.

I am currently playing with version 12.22, but unless the code for checking the version of the scenario pack has changed for 12.23, whatever peculiarities caused it are doubtless present in it as well.

I do have mods installed, which are the following:
Base Mod, Advanced Logistics System, Aircraft, Crafting Equipment, DefaultRequestAmount, Double Furnace, Evolution Factor Indicator, Filter Inserter, Fluid Barrel, Fluid Void, Loot-able Rocks, Modular Armor, MoreLight, Ore Expansion, Original Music in HD, Personal Roboport Fix, Pocket Bots Start, Scenario Pack, ScienceCostTweaker, Squeak Through, The Fat Controller, Ultra Inserters, Yuoki (Railways, Industries, Engines).
