I found a bug with inserters and wagons.
Place a vertical track.
Place a wagon there. (Must be correctly aligned)
Place an inserter extracting from the wagon, and power it.
Now wait for the arm to extend to the wagon's center. Voila, now you cannot rotate it.

For me it's clear: the inserter holds the wagon, so that you cannot rotate it.

You cannot rotate the inserter eh ^^

Ah, not sure if it is the bug you were talking about, but rotating inserter that took something from wagon was bugged, and it could result in inserter picking up from the wagon and the droping it into the wagon again.

It is fixed now for 0.9
