Smart inserter

When connecting a smart inserter to a circuit the inserter begins immediately to work, because no condition is set. I found no use for that behavior (does anybody have one or is one planned?), so I would like to suggest that one condition should be set, before the inserter does anything.

I believe that was initially due to the replacement of filter inserters, because some people used the increased speed over fast inserters instead of the actual filter portion, so empty filter not working would have required replacing them, I think one save had over 500 or something.

Yes, the idea was, that if you use it for circuit condition, you might want not to use filters.
Anyway, the truth is, that this ignoring of filter should happen when you set the condition as well, not just when you connect it to the circuit network.
