Hello,
there is maybe a small bug in the rocket silo.

The rocket fuel is not foresighted filled as the other ingredients.

So the silo is always waiting for the fuel although the box is filled with fuel.

tried restarting or even redownloading factorio?

The inserters stop if there is an active rocket rising, waiting or flying.
Launch the current rocket before you can start building a new one.

Maybe I've got something wrong observed.
I would say that you delete this bug report.
