Logistic network, what is counted ?

Hi,
Currently I'm trying to build an automatic logistic / warehouse trainstation.
In my central factory, the trains arrive, get unloaded into active provider chests and stuff get sorted in from the logistic drones.
I wired up all the storage and provider chests. But when I compare the wire-amounts to the wireless amounts inside the network, there are huge differences. (We're talking about 200k vs 220k iron ore on a 2000 bot network.
So my question: are requester chests counted as well ?
The idea with the storage is, that any excess ore (a configurable number) will be loaded onto a train to a remote storage. When the ore-amount in my factory drops the missing ore will be transported back ( including a small buffer, so that the trains won't ferry the ore back and forth).
