[0.12.16] [kovarex] Lua/Fluidprototype missing localised_name

Don't know if it's been missed for the 0.12.12 changes, but i think /c game.player.print(game.fluid_prototypes["crude-oil"].localised_name) should work, as items, entities and techs have it too.

Ok, thx for the notice, it has been added for 0.12.17.
