Myself and 2 other friends i play Factorio with have this problem:

If one is trying to start new map, (SP or MP)

the following screen appears:

If we click generate, the Notice appears
- At least one tile type has to be allowed -

Problem persists after a fresh and clean reinstall to a different HDD.

Hello, this means you have the base mod disabled.

In the main menu, go to mods, enable the base mod and restart the game.

That solved the Problem for me.
But ... why is the base mod disabled after a clean install?

One of my "teammates" activated the basemod, but the Problem persists.

Because uninstall doesn't remove the settings (mod-list.json) in the factorio user folder.
