[0.12.8] Shell excute error 5

When I launched the game today, there was an update, I clicked install everything was going fine until factorio relaunched, when it did, this happened: 
This happens happens even if I get a new install .exe and click on it. If I get a .zip of the game and extract it, then click on it's .exe, I get the same error. Here is my PC build if this helps: http://pcpartpicker.com/p/yhpKt6
Edit: I should also mention that this happens whenever I uninstall and delete the game data, and it also happens on 0.12.7 and 0.12.8.

Now whenever I try to launch factorio, I get this error. 0.001 Operating system: Windows 10
