[0.12.2] Factorio fullscreen issues

Whenever I attempt to play Factorio recently, it will allow me to go into fullscreen within the graphics options, but it fullscreens on the other monitor (I have two monitors btw). If I try to make the game's preferred screen Monitor 2 (which is actually my main monitor) it minimizes to the upper left-hand corner of my main monitor (Monitor 2).
The only way I have found to 'fix' the issue (because if that happens you cannot reopen the game to access the game's graphics options) is to delete the config file in the C:\Users\User\AppData\Roaming\Factorio\config folder.
It's also worth noting that going into the config file to set the fullscreen option to false doesn't fix it.
This was attempted on a fresh install of Factorio 0.12.2 and with a suite of Bob's Mods as well as some other Misc. mods.
It gives me these errors along with a lot of similar errors.
